Eighth Biennial Convention

Report of the Committee on Elections

Chairperson Rev Marty Tuer explained that the following three candidates will answer questions that the delegates submitted to the Committee earlier in the day in this order:

Rev Stephen Kristenson

Rev Susan Johnson

Rev Raymond Schultz

Rev Tuer also explained that each candidate would answer the questions in turn while the other candidates are sequestered.

The questions posed to each candidate were:

  1. What are the important issues of social justice that confront our society today and how can we strengthen the ELCIC's witness for justice and peace?
  2. There is a diversity of spiritual practices across the country. Approaches differ towards the sacraments, prayer and discerning God's will. How will you sustain and nurture your spiritual life in this diversity? How do you see that affecting your role as National Bishop?
  3. Given the potential for division in our church, how would you propose to pursue the 1999 convention long–term goal to create a welcome for gay and lesbian people and their families in the ELCIC? Do you think the church should explore the possibility of blessing homosexual unions and the ordination of gay or lesbian people in committed relationships?
  4. We note the decline in membership in our congregations. We also recognize that there is a critical shortage of pastors across the ELCIC. What is you vision for revitalizing and renewing the church?

The fifth ballot was distributed.

The Chair declared the balloting closed.

Report from the Committee on Reference and Counsel

Chairperson Rev Jann Boyd advised the convention of notice of the following two motions:

  1. That the church bylaws, Part V, section 13 be amended to read as follows:

    Section 13. The privilege of the floor shall be granted at all times to all members of the National Church Council and of the Court of Adjudication and to the synod bishops and to the President of the Evangelical Lutheran Women of the Evangelical Lutheran Church in Canada, and the official youth participants.

  2. That this church's constitution, Article X, Section 5, which reads, "The voting membership of conventions shall consist of," be amended with the addition of the following item:

    c. No more than twenty lay delegates of at least 16 years of age and under 22 years of age be appointed by the synodical bishops, allocated on the basis of proportional representation according to baptized membership.

Report from LWF

Rev Arthur Leichnitz presented the report of LWF as found on pages X.59–X.65 of the Bulletin of Reports.

Report of NCC cont'd.

Rev David Pfrimmer presented the report of GHDA as it appears on pages X.75–X.80. Rev Pfrimmer welcomed Ms Ruth Jensen, Executive Director of CLWR. Ms Jensen addressed the convention on behalf of CLWR.

Report of GSI

Bishop William Huras, the Chairman of the Board of Directors of ELCIC GSI introduced Ms Carole Cockrell, Executive Director of GSI. Ms Cockrell presented the GSI report as it appears on pages I.1–I.5 of the Bulletin of Reports.

The Chair declared Rev Raymond Schultz elected National Bishop of the ELCIC.

The convention affirmed the election of the National Bishop with a standing ovation.

Rev Val Hennig led the convention in devotions to close the sitting.
